<p>India has added further protections to its export regulations for basmati rice in an effort to stop the export of non-basmati white rice, which is already forbidden. <p>The ministry issued a statement stating that “it has been reported that non-basmati white rice is being exported under the HS codes of parboiled rice and basmati rice.”</p>
<p>Notably, non-basmati white rice exports were forbidden starting on July 20 in order to control local prices and guarantee food security at home.</p>
<p>Despite limits placed on certain types, the authorities found that rice exports have been strong this year.</p>
<p>It has given orders to APEDA, which oversees the export of agricultural products, to put in place extra controls to stop any potential illicit shipments of white rice that isn’t basmati rice.</p>
<p>The government recommended that contracts for exports of basmati with a value of USD 1200 per tonne or more be registered for the issuance of Registration-cum- Allocation Certificates (RCAC), and that contracts with a value of USD 1200 per tonne or less be put on hold and evaluated by a committee that will be set up by the Chairman of APEDA.</p>
<p>It has been reported that the contract price of basmati being exported has varied greatly, with the lowest contract price being USD 359 per tonne against a background of an average export price of USD 1214 per tonne for the current month. Within a month, the Committee should provide its findings so that the industry’s anticipated lower-priced basmati exports may be correctly decided upon, it said.</p>
<p>The total amount of rice exported as of August 17 was 7.33 million tonne, up from 6.37 million tonne during the same time last year, representing a 15.06 percent rise. Broken rice is the only kind of rice that is not permitted for export.</p>
<p>Additionally, there was a surge in the export of basmati rice and parboiled rice, both of which had no export limitations.</p>
<p>The export of basmati rice has climbed by 9.35% while the export of parboiled rice has grown by 21.18%. In light of this, the Center on Friday increased the export tariff on parboiled rice by 20%.</p>
<p>Additionally, the export of non-basmati white rice, which was previously forbidden and had an export charge of 20% as of September 9, 2022, has seen a rise of 4.36 percent to 1.97 million tonnes.</p>
<p>Production fell during the Rabi 2022–2023 season.</p>
<p>According to the Department of Agriculture and Farmers Welfare’s third Advanced Estimate, the output during the rabi 2022–23 season was just 158.95 lakh tonne as opposed to 184.71 lakh tonee during the rabi season of 2021–22, a decrease of 13.84 per cent.</p>
<p>“International rice prices have also been rising continuously since last year due to strong demand from Asian buyers, production disruptions registered in 2022/23 in some major producing countries like Thailand, and fears of a possible negative impact of the onset of El Nino,” the government statement said.</p>
<p>Notably, the FAO Rice Price Index rose by 19.7% over the previous year to 129.7 points in July 2023, its highest level since September 2011.</p>
<p>According to the government, there was “a strong demand for Indian rice due to the prices of Indian rice being still cheaper than the international prices, resulting in record exports during 2021-22 and 2022-23.”</p>
